What the UAE medical products law actually says, where the line between laboratory research and regulated medicine falls, and how to source without customs friction.

It is the question that stops a purchase order in its tracks, and it deserves a direct answer rather than a hedge.

Research peptides can be lawfully supplied and held in the UAE for laboratory research use. They are not lawful for human use. Any peptide intended for therapeutic, cosmetic or personal use is a regulated medical product, and supplying one without authorisation — or promoting one to the public — is a violation the regulator has recently and visibly enforced.

Almost everything else follows from that single distinction. It is not the molecule that determines the legal position. It is the intended use, the documentation and the channel.

The Law As It Currently Stands

The framework changed recently, and a good deal of the advice circulating online has not caught up.

Federal Decree-Law No. 38 of 2024 governs medical products, the pharmacy profession and pharmaceutical establishments in the UAE. It took effect on 2 January 2025 and replaced Federal Law No. 8 of 2019. Its scope is broad: pharmaceuticals, biological products, medical devices, nutritional supplements and cosmetics, along with chemical precursors and controlled substances.

Authority sits with the Emirates Drug Establishment (EDE), which took over the responsibilities previously held by the Ministry of Health and Prevention. The EDE issues marketing authorisations, import and export permits, establishment licences and advertising approvals — and it holds enforcement powers including the seizure of non-compliant products, suspension of licences and closure of establishments.

Two features of the law matter directly to anyone sourcing compounds.

• Marketing authorisation. A product intended for human use requires authorisation, granted against clinical evaluation and safety data. Without it, the product cannot lawfully be placed on the market for that purpose.
• Import permits. The law introduced explicit permit requirements and stricter documentation for importing medical products, with oversight by the EDE. This is the provision that quietly governs what happens to a parcel at the border.

Where the Line Falls

The regulated question is never “is this molecule allowed”. It is “what is this being supplied for, and by whom”.

Regulated as medicine. A peptide presented for therapeutic, cosmetic or human use. This requires marketing authorisation, and where it is a prescription-only medicine it reaches a patient through a licensed physician and a licensed pharmacy. There is no version of this that runs through a website.

Supplied as a research material. A compound supplied to a research setting for in-vitro laboratory work, described in analytical terms, not authorised or offered for human use. This is the lane legitimate research supply operates in.

A supplier cannot move between these two lanes by adding a disclaimer. Selling a compound with consumer health claims and a “not for human consumption” sticker at the bottom of the page does not make it a research material — the presentation and marketing are precisely what the regulator looks at.

What Enforcement Has Actually Targeted

This became concrete in July 2026, and the detail is worth knowing because it clarifies what the authorities are and are not going after.

The EDE acted against 71 sources found marketing, promoting or selling unapproved peptide products, and referred 14 social media influencers to the National Media Office for breaching the rules on promoting and selling medicines through digital platforms. Fourteen establishments registered with local authorities were implicated, and the EDE ran inspections of compounding pharmacies nationwide.

The regulator’s stated concern was unapproved compounds being sold to the public online, promoted with claims such as “natural”, “safe” or a “magic solution”. The EDE specifically noted that a multi-receptor metabolic compound widely promoted for weight loss — which SHLabz lists as GLP-3 RTA — remains at the clinical trial stage and is not approved for use or distribution in the UAE, and warned that research-grade substances used outside approved clinical studies do not have established safety profiles.

Read carefully, that action is about selling unapproved medicines to consumers. It is not an action against laboratory research supply. But it does mean two things for researchers: scrutiny of anything peptide-shaped has increased, and any supplier marketing to consumers is a supplier whose continuity you cannot rely on.

The Practical Problem: Customs

For most researchers the legal question resolves quickly, and the real obstacle turns out to be logistical.

An international order placed with an overseas catalogue arrives at a UAE port as an import of a biological preparation, addressed to someone who holds no import permit, accompanied by whatever documentation the sender chose to provide. Under the tightened permit and documentation requirements, that parcel is a strong candidate to be held.

And a held parcel deteriorates. Clearance correspondence runs for weeks; holding areas are not climate controlled; Gulf summer temperatures routinely pass 45°C. A sealed lyophilised powder is perfectly stable at ordinary room temperature — that is the point of freeze-drying — but sustained heat at those levels is another matter, and the damage is invisible. The vial looks correct, the powder dissolves, and the data comes back quietly wrong.

Sourcing from stock already held inside the region removes the entire problem. The import step was completed once, in bulk, by a licensed commercial operation. What the researcher receives is a domestic delivery.

What to Verify Before Ordering

• Batch-specific analysis. Not a generic certificate — one that corresponds to the lot number of your vial, naming the testing laboratory.
• Identity as well as purity. Chromatography establishes how much of the vial is one dominant substance; mass spectrometry establishes that it is the right one.
• Where stock is held. Regional stock means a domestic delivery. Overseas stock means an import, with the delay and heat exposure that follows.
• How the supplier describes its products. Analytical language only. Any dosing guidance, human protocols or outcome claims tell you the supplier is operating outside the rules.
• Whether a person can be reached. Procurement problems are time-sensitive and dull, and they need a same-day answer.

Handling Compounds Correctly

• Before reconstitution. Sealed lyophilised powder is stable at room temperature. Keep it dry, sealed and out of direct sunlight.
• Reconstitution. Use bacteriostatic water, add it slowly down the wall of the vial rather than onto the powder, and swirl — never shake.
• After reconstitution. Refrigerate at 2–8°C, keep the vial upright and protected from light, and label it with the date and concentration at the moment you prepare it.

The Short Version

Research peptides occupy a regulated but legitimate position in the UAE: lawful for laboratory research, unlawful for human use, and increasingly unforgiving of suppliers who blur the two. The 2024 law and the EDE’s enforcement have not closed the door on research supply. They have closed the door on the grey market that used to sit alongside it — which, for researchers who need reliable material and defensible documentation, is an improvement.

Which puts the burden back on how a supplier writes.
